Who Actually Governs Pelham?
Pelham is unusual: the entire Town is made up of two incorporated villages. The villages run most day-to-day services; the Town provides services shared by all residents, such as EMS, tax collection and the courts; and the school district runs the schools for everyone. Westchester County is different in kind β for most residents it is a share of the property tax bill and a set of county-wide services such as county police, the courts, health and parks, rather than a local board you deal with directly.
How it's structured
Five bodies levy taxes or make decisions here. Two cover everyone, two cover only their own village, and the school district cuts across both.
A share of the tax bill, and county-wide services: county police and public safety, the courts, health and parks β plus the equalization rates used in property assessments.
Services shared by all residents: EMS, tax assessment and collection, and the town courts β plus the library, recreation programs and senior services.
Kβ12 education across four elementary schools, the middle school and Pelham Memorial High School.
Police, fire, public works (roads, sanitation, storm sewers) and building permits β for Village of Pelham residents only.
Police, fire, public works (roads, sanitation, storm sewers) and building permits β for Pelham Manor residents only.
What each body controls
Village of Pelham
The local government for Pelham Heights and the former North Pelham. An elected Mayor and Board of Trustees set policy and the budget, and run day-to-day services: police, fire, public works (roads, sanitation, storm sewers) and building permits.
Village of Pelham Manor
The local government for the Manor, Pelham's other village. An elected Mayor and Board of Trustees set policy and the budget, and run day-to-day services: police, fire, public works (roads, sanitation, storm sewers) and building permits.
Town of Pelham
The Town provides services shared by all residents: EMS, tax assessment and collection, and the town courts. Recreation programs and senior services are also Town-run and available to everyone. The Town of Pelham appoints the Pelham Public Library Board of Trustees and funds the library. The Board of Trustees manages library operations independently.
Pelham Union Free School District
An elected Board of Education governs Kβ12 education across four elementary schools, one middle school, and Pelham Memorial High School. The school district has its own budget voted on separately by residents each May.
Westchester County
For Pelham residents the County is mostly two things: a share of the property tax bill, and county-wide services β county police and public safety, the courts, the health department and county parks. It also sets the equalization rates used in property assessments. It is not a local board residents deal with day to day; Pelham has one seat in the County Legislature.
